IGA multipatch coupling currently supports only a global multipatch_penalty, which makes heterogeneous interface tuning impossible without affecting all interfaces. This proposal defines the next scoped phase to add deterministic per-interface penalty controls with global fallback semantics and explicit validation boundaries. Adds OpenSpec proposal/design/tasks/spec artifacts, a new active execution plan, and tracking doc updates for the per-interface controls rollout. Validated with: openspec validate formdsl-iga-multipatch-interface-controls --strict and make dev.
