Summary

Add workflow_dispatch trigger to CI workflow to enable manual runs.

Why

Release-please PRs only modify CHANGELOG.md which doesn't trigger CI.
This blocks merging due to required status checks.

Usage

gh workflow run ci.yml --ref <branch-name>

🤖 Generated with Claude Code

Summary by Sourcery

CI:

  • Enable workflow_dispatch trigger in the CI workflow to allow manually starting CI runs.

Enables manual CI runs for release-please PRs that don't
automatically trigger CI (only modify CHANGELOG.md).

Reviewer's Guide

Adds a manual workflow_dispatch trigger to the CI GitHub Actions workflow so CI can be run on demand (e.g., for release-please PRs that only change the changelog).

File-Level Changes

Enable manual triggering of the existing CI workflow via GitHub Actions.
  • Extend the CI workflow triggers to include workflow_dispatch alongside push and pull_request.
  • Document via an inline comment that the manual trigger is intended to support release-please pull requests that do not otherwise trigger CI.
