This updates the Makefile to reference spec-generator instead of the discontinued CSSWG Bikeshed service.
I've verified that
make index.htmlruns successfully, though I notice some differences which may be worth inspecting. Some are superficial and likely from changes to parsing in newer versions of Bikeshed; I'm unsure if others are from e.g. boilerplate updates.
