Any reason to use this old llvm version?

There is no specific reason for that version. Its only my observation that most packages use older versions, so the choice is arbitrary. I guess any version is fitting here. May change to clang21-devel if you request.

Ye use the latest version of llvm, they are there for backwards compatibility and will be dropped when nothing requires them anymore, so using those old versions makes this require more changes/testing.
