- Added a deterministic fast path for partitionType === "decoupling_caps" that bypasses the generic packer. - Places decoupling capacitors in a stable centered row using natural chip ordering and body-plus-pin envelope spacing. - Added focused regression coverage for deterministic order, configured spacing, centering, rotations, and empty partitions.
