This PR is a big refactor it includes:

  • Modernizing packaging and adding full uv support.
  • Adds ruff linter compliance and checks.
  • Adds mypy compliance and checks.
  • Adds unit tests for most of the code here.
  • Removes instrumentation code to move to CQEDToolbox
