Nickname Request - v0.13 - MC: 1.19.3

There are no major functionality changes within this version.
In this version I've moved to using HikariCP for Database connection management.

I've also fixed a bug where /nick info would say that its a user only command instead of showing your own nickname information.
/nick info will show your info, /nick info [username] will show another users information.

This release has had a whole new command system written around the original commands.
Along with a bunch of bug fixes that fix internal errors as well as MySQL connection issues.
