What does this PR do?

  • add spark - python comptability, to ensure we run tests which require spark against multiple spark versions which correspond to Databricks runtimes 13.0 LTS onwards
  • update readme and example notebooks to use functions which run across all related spark and python versions
  • add a table with links to openTTD documentation for API reference
