Update these from the alpinelinux/aports repository, 3.16-stable branch, commit 36d39918762d3e280875a80526b9c1c96b9daf0a, dated 2022-June-23.
cross-images/mini-aports: update to Alpine 3.16
We need to rebuild our cross images to adapt to Rust 1.61, and the older version of Alpine doesn't work anymore.
Our previous way of adding the libraries was putting them at the beginning of the link line, which was breaking symbol resolution (even if we used the new whole-archive option).

This should all get it so that tectonic-typesetting/tectonic#899 (and everything else) builds again. Note that code updates in the main Tectonic repo are also necessary to adapt for some of the changes associated with the new Alpine.
