Prep Codex plugin release metadata

Summary

• add Spotify public privacy and terms URLs to Codex and Claude plugin manifests
• bump Codex and Claude plugin manifests to 0.1.1
• update release flow to commit plugin version bumps before tagging and verify tag/version consistency in CI
• package the plugin directory as a release asset

Tests

• go test ./...
• just --dry-run release 0.1.2
