Python code for CGMES version 3 (generated with CIMgen) added with some manual changes compared to CIMGEN-generated files. These changes were neccessary to get the code to run, CIMgen still needs to get adapted retrospectively.
Tests were duplicated for CGMES v3, so that both supported versions (2.4.15 and 3.0.0) are included in the repository and integrated into CI.
