SEADAS Property Pane Modifications to Improve Formatting

There are issues with some of the preferences GUIs when certain fields get big in dimension it causes all other options to get big in dimension. For instance if the textfield autofills in the Preferences with a line string, then other options like ComboBoxes also become wide (potentially expanding off the screen).

This pull request represents of the SeaDAS developed changes to improve the look and alignment of the options.

Note JScrollPane has been added as well, and text alignment is always left justified to avoid text hidden off to the right outside the bounds of the scroll pane.
