1. When stopping the queue, if the queue was in .listening state, then it would, under certain conditions, never get to .stopped. When .listening, and stop is called, the queue now immediately goes to .stopped
2. When drain is called, the JobQueue now clears all persisted jobs.

• Officially supports tvOS and macOS. That being said, I've never written a tvOS or macOS app, so like, Godspeed and stuff.
• Fixed a bug wherein once you stopped a JobQueue you'd never be able to start it again. Whoops.
• Now licensed under Apache 2.
