What this PR does / why we need it:
Update docker-rke2 cluster example to bump versions as per https://github.com/rancher/turtles/blob/main/test/e2e/config/operator.yaml#L50, so that updated version is used by documentation https://turtles.docs.rancher.com/turtles/stable/en/tutorials/first-cluster.html#_provision_a_capi_workload_cluster
