Motivation:
http://platform.pennlabs.org/healthcheck/backend doesn't work but https://platform-dev.pennlabs.org/healthcheck/backend/ does.
This PR adds a http://platform.pennlabs.org/health path and removes the old healthcheck in an attempt to fix this working in prod.
