JAX export and PartIR now provide a target version for SDY. This version is used for potentially downgrade the SDY dialect if needed. This provides SDY with a similar version compatibility capability to StableHlo when it comes to forward compatibility via op/attr downgrading. PiperOrigin-RevId: 904095347
