This affects an pretty old release (so old that we don't even handle it with merge-bot: 4.16 is the oldest release we sync for). We have the necessary changes to the e2e tests available on this branch, yes? I ask as I don't see any rehearsals for anything older than 4.18.

Discussed this offline. I was under the impression we were relying on kubernetes/cloud-provider-openstack#3045 and was asking why we were able to run these tests without backporting that change to all supported branches. However, we are not using that feature. Rather, we have modified one of our steps below (in
ci-operator/step-registry/storage/conf/csi-openstack-manila/storage-conf-csi-openstack-manila-commands.sh) to avoid the need for said backports.We might want to rework this later to take advantage of the upstream changes (on branches where it's supported) but what is here is more than okay.
