refactor: Limit to Py 3.12, remove sphinxcontrib-contentui#351

We only build docs here, so can restrict our requiremetns to 3.12. RtD started throwing warnings about sphinxcontrib-contentui, which hasn't been updated in 6 yrs. Removed it, did a make upgrade / make requirements / make serve_docs without issue.
