PASS: Module metadata now targets Go 1.26 and the x/crypto, x/net, and x/sys dependencies are refreshed. Added default policy tests cover empty transcripts and quick actions without Telegram config, providing coverage for those edge cases. No secrets, auth, or RLS impact, and there are no status checks configured for this repo (statusCheckRollup is empty).

This PR adds incremental test coverage for default routing policy edge cases and updates module/tooling constraints so the project builds cleanly with modern Go toolchains.
