On RaspiOS Bookworm or later, the config.txt path is different than earlier OSes.

Why did they even change it?

I think it was to match the Debian partitiong scheme, though it also may be backed by some other convention (like /boot/efi being the standardized as the mount location for EFI enabled systems).
