Also toughens up construction bots once again. Testing showed that removing is_military_target from walls had the result that enemies attacked turrets as intended, but also that they concentrated their fire significantly more, to the point that the bots' defenses couldn't cope. (I assume that this is why I added the parameter in the first place)
To explain a bit further, new enemies are balanced such that they should be reasonably challenging both offensively and defensively, despite the massively more powerful defensive options that exist to counter them. Construction bots just happen to be the weakest link in that chain, so when things get tough, they are the first to start experiencing major casualties. After all, they had significantly less health than turrets, tanks, and such. However, this should plug up the last gaps that were causing them issues.
