Overview
Release 0.61.1. Updates the SDK/package/version metadata (package.json, src/version.ts, release manifest) and adds the corresponding CHANGELOG.md entry.

CI behavior change: lint and build jobs are now skipped on push events when the head commit message is exactly codegen metadata, reducing CI work for metadata-only commits.

Bumps Steady test/mock CLI usage from @stdy/cli@0.19.6 to 0.19.7 in scripts/mock and scripts/test (including a small flag ordering tweak).
