They are fairly standardized at this point in time and add for extra stability. As dependencies are added, this adds a safety buffer should any of them introduce breaking changes.
The file in question has numerous references to the package "base" whilst also being in the same package. My guess is that this was a utility function and wasn't vetted for correctness after being moved here.
