Feat: Adds support for system queues

Overview

This PR implements the support for system queues both in the cloudos queue list command and in the --filter-queue option for cloudos job list.

It also address the cloudos job list table improvement

Acceptance Criteria

Normally this acceptance criteria is tested in ADAPT workspace in PROD

Scenario 1: cloudos queue list includes system queues

Scenario 2: cloudos job list --filter-queue works with a system queue name

Scenario 3: cloudos job list --filter-queue with an invalid queue name
