Add Kylin and Anolis OS runtimes

Summary

• add Kylin V10 SP3 and Anolis OS 23.4 base/runtime images
• add shared RPM-family package installation and runtime smoke/conformance registration
• fix SSH startup for generated host keys, AuthorizedKeysFile override, TCP forwarding, and non-root PAM nologin handling
• add VS Code Server prerequisite checks and Kylin libstdc++ compatibility update

Validation

• bash syntax checks for modified scripts
• local checks for Kylin/Anolis glibc and libstdc++ prerequisites
• local validation of Kylin libstdc++ RPM extraction and GLIBCXX_3.4.25 availability
• remote runtime checks were performed earlier for Kylin/Anolis image startup and SSH diagnosis
