x/tools v0.16.1 fails to build with newer Go releases due to a constant overflow in internal/tokeninternal (`invalid array length -delta * delta`), breaking the goreleaser build in CI. Bumping x/tools (and the x/mod transitive dep) resolves it; the go directive moves to 1.25.0 to satisfy the new x/tools minimum. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
