Overview
Bumps the SDK release from 0.44.0 to 0.44.1 (manifest, internal/PackageVersion, README install snippet) and adds the 0.44.1 entry to CHANGELOG.md.

Updates CI so the build job is skipped for push events where the head commit message is codegen metadata, and expands .gitignore to ignore .stdy.log.
