Following the instructions in the winget-create repository, create a workflow that triggers for every released version. The workflow fetches winget-create and calls the update subcommand for k0sctl, using the executable from GitHub's release assets. Signed-off-by: Tom Wieczorek <twieczorek@mirantis.com>

We still need to provision the secret for @k0s-bot, so we can open PRs against the winget repo.
