Update github actions

[warmwaffles]

• Drop test support for old versions of Elixir and OTP. These old versions are passed end of life support.
• The Github actions for other PRs are failing due to the deprecated ubuntu image used and an unsupported version of cache being used.
• Updated mix lock file so Github action can succeed.
