Adds collapsible filter bar below header with multi-select dropdowns for tool names and agents, plus error-only toggle. Filters compose with AND logic and apply across all views. Closes jayparikh#64 Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
