This merges next-release into release once the Website is finalised at release.

Short description of changes
Release PR for r 3.12.0. Ready for local testing. This is a WIP

Looking at that latest bunch of commits, I hadn't realised how many non-Github actions were being used.

As a minimum: we shouldn't use tags, we should use commits.
Ideally: we should verify whether there is no other way to achieve what the action does. (Ask Github CoPilot?)
