Environment for playing around with Scancode Toolkit

Can be used like this for example:

• create a new virtualenv (python 3.6 should work)
• install scancode-toolkit by pip
• drop NAME-1.2.3.tar.gz package to packages folder
• set policy by tweaking policy.yml (optional)
• ./run.sh NAME-1.2.3 or ./runwithpolicy.sh NAME-1.2.3
• if succeeds, look at output/
