Purpose

This repository is the source of truth for durable workflow governance:

• Linear labels and taxonomy
• workflow and handoff rules
• review and delivery conventions
• agent and human coordination contracts

Downstream repositories should implement against these rules instead of redefining them ad hoc.

Scope

• Keep docs repo-agnostic unless a repo-specific exception is intentional.
• Prefer short, enforceable rules over broad philosophy.
• Treat this repository as governance and protocol storage, not runtime code.
