fix: inability to parametrise govcms version in cli image builds

Description

There is an issue with the cli dockerfile that results in ahoy build not building images correctly that results in the inability to parametrise it by the GovCMS version. It has not been updated to work with the 4.x-develop branch.

Also, the govcms/govcms package version in the composer.json file should be changed to point to the respective develop branch, as was the case in the 3.x-develop branch:
