8 new root package test files (~160 tests): device lifecycle, encoder tracking, mapping state machine, pipeline accessors, wrap HAL constructors, fence CRUD, resource Release idempotency. Fix codecov.yml ignore patterns: hal/**/* → hal/ (matching gogpu pattern) to exclude GPU backends from coverage calculation.
