Make the paid column in the product milestones toggle

THis references the issue #1081

1. Add a toggle feature that shows in the product show, which allows a user to mark a milestone as paid or not
2. Once a payment is made, it cannot be un-paid
3. In the edit project form, only show the payment as checked if paid or not checked if not paid
