* fix: update wirespec API usage for 0.17.20 compatibility

Adapt platform build script to wirespec 0.17.20 API changes:
- CustomWirespecTask → CompileWirespecTask
- KotlinEmitter moved to emitters.kotlin package
- Updated emitter override signatures (extension functions → regular methods)
- Added buildscript classpath dependencies for compiler and kotlin emitter

* fix: correct wirespec emitters artifact group ID

* revert: drop Kotlin 2.3.10 bump, keep 2.1.10

Kotest 5.9.1 multiplatform compiler plugin is incompatible with
Kotlin 2.3.10. Reverting the Kotlin group bump (PR #108) until the
ecosystem catches up.

* revert: drop kotlin-serialization 1.10.0 bump, keep 1.8.1

kotlinx-serialization 1.10.0 was compiled with Kotlin 2.3.0 metadata
and is incompatible with Kotlin 2.1.10.

* revert: drop ktor 3.4.1 bump, keep 3.2.2

Ktor 3.4.1 depends on kotlin-stdlib 2.3.0, which is incompatible
with the project's Kotlin 2.1.10 compiler.

* fix: add wirespec integration dependency for generated endpoint code

Wirespec 0.17.20 generates endpoint code that references types from
the wirespec integration library (Wirespec.Request, Wirespec.Response).

* revert: drop wirespec 0.17.20 bump, keep 0.9.23

Wirespec 0.17.20 has breaking API changes and generates endpoint code
that requires the wirespec integration library, which is JVM-only and
incompatible with this project's KMP setup. The migration needs
dedicated effort beyond a simple version bump.
