Update Poedit to 3.8 and update dependencies

• Update Poedit to 3.8
• Update GNOME runtime to 49
• Add patches to fix build error by updating GNOME runtime to 49
  • Update/add patches to bump CMake minimum required version to 3.10 to build with CMake 4.0
    • cld2 (replaced patch taken from Add a cmake file to properly handle the source files. CLD2Owners/cld2#65 and add an additional patch for the above purpose)
    • lucene++ (patch taken & modified from Fix build new cmake luceneplusplus/LucenePlusPlus#218)
    • websocketcpp (patch taken from Update minimum required CMake version to comply with CMake 4.0 zaphoyd/websocketpp#1168)
  • boost: Fix no member error (upstream issue Compilation error in future.hpp using LLVM upstream clang boostorg/thread#402, patch taken from https://src.fedoraproject.org/rpms/boost/pull-request/33)

Merging because I confirmed that build succeeds on my local machine too and opening/saving a po file still works as before.
