Stop building Windows plugin binaries in the release workflow. Package Linux and macOS artifacts as tarballs with executables named using the _mc_plugin suffix.

Stop publishing Windows plugin release assets for now.
The release matrix now only builds Linux and macOS artifacts, packages them as tarballs, and renames the packaged executable with the
_mc_pluginsuffix.
