feat(javascript): voice-agents v1 — dynamic-context

[github-actions]

Adds the dynamic-context recipe for voice-agents v1 (javascript).

Demonstrates mid-conversation context injection using the Voice Agent WebSocket API:

• UpdatePrompt — replace the system prompt while a session is active
• InjectAgentMessage — make the agent speak specific text without the LLM
• InjectUserMessage — simulate user speech so the agent responds with updated context

The recipe starts as a general assistant, switches to a NASA specialist persona mid-session, then asks a domain question to show the behavior change.
