Add NEXT_STEPS_IMAGE_OPTIMIZATION.md with image optimization follow-up checklist

Motivation

• Document follow-up work deferred from the merged image-loading changes to centralize tasks for optimizing large assets, converting decorative CSS backgrounds, auditing next/image metadata, measuring LCP/transfer-size deltas, and addressing lint migration before Next.js 16.

Description

• Add NEXT_STEPS_IMAGE_OPTIMIZATION.md containing a checklist to generate WebP/AVIF derivatives at practical breakpoints, migrate non-decorative background: url(...) usages in app/styles.css into JSX using next/image with sizes, ensure explicit dimensions and correct priority usage, run Lighthouse snapshots on key routes (/, /portfolio, /resume), and optionally migrate from next lint to the ESLint CLI.
