Add a multirun Dockerfile & Worflow to publish to AWS ECR Public Gallery

Dockerfile.multirun

• Added Supervisord to run redis and cryptgeon in the same Container
• Deploys Cryptgeon on multiple serverless platforms, GCP Cloud Run, Azure Container Instances, AWS AppRunner, etc.

AWS ECR Public workflow

• A release workflow to push Cryptgeon image to the ECR Public Galley. Commented out for now so as to not break the existing DockerHub workflow.
• I attached a file documenting the ECR Public Repo setup, in case you ever plan to list an official image of cryptgeon on ECR via your own account.
