I hate when files contain multiple class def
Didn't do all the files yet, there's a few that might cause merge annoyances with open PRs. I'll get to those later.

Also fix some little code-style quirks here and there.
And delete an unused internal constructor.
After this, only a few files are left with old-style block-scoped namespaces. I intentionally left those because they'll cause merge annoyances with open PRs. I'll get back to those later. EDIT: Oh also lots of UTs need to be updated to file-scoped also.
