Summary

Sync swagger from monorepo. Headline change is exposing the ROLLING_30_MINUTE_VOLUME consumption-budget threshold type in v1/config/ConsumptionBudget

The sync also picks up two changes already merged upstream on monorepo master since the last sync (PR #108):

  • CLOUDFLARE connection type and cloudflare config in v1/config/ExternalConnection
  • Replace AWS_US_EAST_1 with GCP_US_LOS_ANGELES in unstable/config/SyntheticTest location enum

CHANGELOG entries cover all three.

Test plan

  • make test
  • make lint
  • make test-gen (CI)

The internal ConsumptionBudget API gained the
ROLLING_30_MINUTE_VOLUME threshold type in monorepo
PR #85465; expose it in the generated CLI bindings.

The swagger sync also picks up two unrelated changes
already merged in monorepo master:
  - Cloudflare connection type / config in v1
    ExternalConnection
  - Replace AWS_US_EAST_1 with GCP_US_LOS_ANGELES in
    unstable SyntheticTestTestLocation

CHANGELOG entries cover all three.
