Add consumption metric/trace filter and budget fields

Adds metric_filters and trace_filter to
ConsumptionConfig partition filter
conditions. Adds METRIC_PERSISTED_SERIES
and METRIC_ALL SKU groups and CREDITS unit
to ConsumptionBudget.
