refactor: reset platform terminology and workspace scope

• reset authenticated shell terminology to Platform / Workspace / Account
• move canonical protected routes to /console/* and /settings/* and align menu/program routing to /console/{menu_route}
• add external workspace sync boundaries, external lock rules, and AIP workspace auto-provisioning updates
• refresh reference/plans/manual assets to the latest routing and workspace contracts
