Set the minimum Python version to 3.10 because 3.9 is EOL. Also address the deprecation notice where the predicate to `wait_for_logs` must be a `WaitStrategy`. Fixes cerbos#73 Signed-off-by: Charith Ellawala <charith@cerbos.dev>
