feat(doc): update links to loki, mimir monorepos and microk8s docs

Issue

Mimir and Loki repos were moved to monorepos, and MicroK8s documentation links have been permanently redirected from microk8s.io to canonical.com/microk8s.

Solution

• Updated links to Loki and Mimir monorepos.
• Updated 10 microk8s.io documentation links to their permanent redirect targets at canonical.com/microk8s across the following files:
  • reference/best-practices/storage.md: addon-hostpath-storage, addon-rook-ceph, how-to-ceph
  • tutorial/installation/cos-lite-microk8s-sandbox.md: addons, how-to-ceph, install-proxy, addon-dns
  • how-to/troubleshooting.md: addon-metallb, ingress
  • explanation/design-goals.md: root MicroK8s URL
  • reference/best-practices/topology.md: high-availability
