[cli] fix deprecation warnings when installing from npm

Resolves LANG-1144.

Updates dependencies to remove deprecation warnings when installing via npm. We realistically can't remove all of the warnings, and it's is a generally accepted part of running npm install for any package, but this significantly reduces the number of warnings compared to before.
