Neuron update

Description of changes:

Update neuron drivers for kernel 6.1 and 6.12:

• Update neuron inf1 driver from 2.21.37.0 to 2.24.13.0
• Update neuron latest driver from 2.26.5.0 to 2.26.10.0

Testing done:

neuron-ls on inf1.xlarge
